Putting evidence into action for higher quality education outcomes

U.S. Agency for International Development (USAID), Data and Evidence for Education Programs (DEEP) (2018-2023) and Data Ecosystems for Development in Education (DECODE) (2023-2025)

EnCompass led DEEP and its follow-on, DECODE, which worked to improve the quality, relevance, availability, and use of education data across USAID and country partners. We ran secondary and meta-analyses (including cost-benefit), implemented streamlined screening protocols so evidence was accessible and decision-ready, and tailored dissemination so country teams could act quickly. Working closely with USAID education stakeholders, our team developed training and guidance for reporting, produced evidence briefs and toolkits on priority topics such as Education in Conflict and Crisis and Youth Workforce, supported the preparation of reports to Congress, and delivered rapid, design-informing technical assistance. In total, DEEP delivered 48 task orders for USAID’s Center for Education, the Africa Bureau, and Missions in Jordan, Liberia, Morocco, Nepal, Rwanda, Senegal, and Uzbekistan which improved data collection and analysis, strengthened evidence and learning, and improved use to expand equitable, high-quality learning for all children. The DECODE team continued the work of DEEP with a focus on increasing access to and use of local and regional data and evidence, strengthening connections across education data ecosystems, and fostering greater dissemination of local resources at the global level.
