USAID Monitoring and Evaluation Services IDIQ

Description: Through this indefinite delivery, indefinite quantity (IDIQ) contract, EnCompass provides USAID with technical and advisory services for evaluation, evaluation capacity building, and performance monitoring activities, at mission (operating unit), bureau, and agency-wide levels. 

To support this IDIQ, the EnCompass team brings deep evaluation expertise in democracy and governance, agriculture, gender, education, and health. We are poised to:

  • Plan and conduct performance and impact evaluations, using quantitative and qualitative methods
  • Develop evaluation training and guidance
  • Engage in performance monitoring
  • Provide performance monitoring technical assistance and capacity building
  • Synthesize performance monitoring and evaluation lessons
  • Analyze policy

Advancing the Agenda of Gender Equality (ADVANTAGE) IDIQ

Description: Through the ADVANTAGE IDIQ, EnCompass is helping strengthen USAID's capacity to integrate gender equality and women's empowerment systematically across agency initiatives, programs, monitoring and evaluation efforts, and procurements by providing technical assistance and training relating to gender, gender-based violence and trafficking in persons. This multifaceted IDIQ is managed by the Office of Gender Equality and Women's Empowerment.

The EnCompass team offers:

  • Technical assistance to support USAID operating units and other actors
  • Training on a variety of gender and trafficking in persons issues (offered overseas and in the United States)
  • Communications and outreach—including conference/workshop planning and implementation) to increase knowledge of gender and trafficking-related issues among USAID staff, partner organizations, and the wider development community
  • Research to support USAID’s work in advancing gender equality or combating trafficking in persons
  • Grant solicitation, negotiation, and award, and post-award grant administration, with a focus on supporting local NGOs

AIDSFree: Strengthening High-Impact Interventions for an AIDS-Free Generation (AIDSFree)

Description: AIDSFree aims to improve the effectiveness of high-impact, evidence-based HIV interventions and accelerate the speed with which these interventions are brought to scale at the country level. Building on USAID and PEPFAR's investments to bring about an AIDS-free generation, AIDSFree:

  • Disseminates relevant information through knowledge management
  • Identifies opportunities to support scale-up and piloting of new approaches/initiatives in geographic priority areas
  • Develops evidence-based tools, protocols, and standard operating procedures
  • Monitors and evaluates interventions, supporting data collection, analysis, and utilization
  • Facilitates organizational capacity assessments and follow-up
  • Uses gender analysis to target appropriate interventions
  • Facilitates south-to-south technical exchanges
  • Engages the private sector to foster and develop public-private partnerships

Technical Assistance and Support Contract 4 (TASC4) - ICT for Health

Available to: USAID missions and bureaus worldwide

Description: TASC4’s purpose is to establish mechanisms that contribute to improvements in health—especially for women, children, and other vulnerable populations—through expanding basic health services, strengthening national health systems, and addressing global issues and special concerns, such as HIV/AIDS and other infectious diseases. TASC 4-ICT for Health gives USAID missions and other operating units access to technical assistance in information and communications technology for health. 

The EnCompass team is poised to deliver:

  • Comprehensive organizational assessments using action learning methodologies
  • User-centered systems design based on careful requirements analysis
  • Mobile and Web-enabled solutions for data collection, mapping, and management
  • Affordable, customizable e-learning and virtual collaboration solutions
  • Strategic communications that mobilize health workers and clients to adopt changes

Technical Assistance and Support Contract 4 (TASC4) - Africa

Description: TASC4 - Africa contributes to improvements in health, especially for women, children, and other vulnerable populations in Africa through expending basic health services, strengthening national health systems, and addressing special concerns such as HIV/AIDS and other infectious diseases.

Under this contracting vehicle, the EnCompass team is poised to support USAID’s Africa missions to:

  • Promote increased provision and use of health and nutrition services at the community, district, or national levels—at all possible levels of a country’s health system
  • Support policy reform, behavior change, monitoring and evaluation, systems strengthening, capacity building, and commodity system management and development
  • Strengthen health systems and improve health practices, often focusing on HIV/AIDS and most at-risk populations, family planning/reproductive health, and malaria

Description: EnCompass provides training and facilitation, curriculum development, e-learning design, and analytical services to USAID staff through an integrated core suite of training courses. The courses are intended to build skills and knowledge of USAID staff in areas of strategic planning, budgeting, procurement, program and project management, and monitoring and evaluation. EnCompass partners with RTI on this project. The courses provided include:

  • Introduction to Program Cycle (IPC), formerly known as Programming Foreign Assistance (PFA)
  • Project Design and Management (PDM)
  • Acquisition and Assistance Management for Contracting Officer’s Representatives (CORs)/Agreement Officer’s Representatives (AORs) (A&A104)
  • Advanced Project Design (APD)

EnCompass delivers these courses to USAID employees around the world, dozens of times per year to help them understand USAID’s organizational structure, internal processes, and resources and skills needed to fulfill the Agency’s mission and further advance the achievement of development outcomes.

Description: The AWE Program aims to provide technical assistance to USAID missions and implementing partners to increase women’s participation, productivity, profit, and benefit along agricultural value chains in Feed the Future target countries.

EnCompass holds a prime role in this program, with partners ACDI/VOCA, MarketShare Associates, FHI 360, WEConnect International, the Aspen Network of Development Entrepreneurs, and the University of Zamorano. EnCompass is poised to deliver:

Presidential Malaria Initiative, VectorLink

Description: EnCompass provides technical assistance for developing capacity assessment tools and country-specific capacity building plans, activities, and materials related to vector control strategies such as indoor residual spraying (IRS) and insecticide-treated bed nets. EnCompass also works to integrate gender into the project, by contributing to a project-wide gender integration policy and principles, including developing gender equity messaging for vector control training materials. EnCompass delivers these services for a consortium led by Abt Associates

The EnCompass team is poised to deliver:

  • Training plans, curriculum, and materials to strengthen vector control interventions
  • Provide assistance in conducting local government training programs
  • Develop capacity assessment tools and assist with documenting and analyzing activities 
  • Develop a project-wide gender integrations strategy
  • Develop and deliver training on gender integration to project staff and local government in the context of vector control activities
  • Develop strategies to ensure women who participate in vector control activities are protected
  • Develop gender integration assessment tools and conduct evaluations before and after vector control interventions to collect evidence for continually-improving gender equality

U.S. Department of State Performance Management and Evaluation Services IDIQ

Available to: Department of State Bureaus worldwide

Description: EnCompass provides monitoring and evaluation services, including designing and implementing qualitative and quantitative evaluations, performance monitoring, developing performance management materials, developing and conducting training, developing work aids, and general technical assistance. EnCompass is engaged in Functional Areas for civilian security, rights and stability, and management platform under this umbrella mechanism.

U.S. Department of State Foreign Service Institute (FSI) Leadership and Management School BPA

Description: The Leadership and Management School supports the development of mid through senior grade level career leaders and managers in the Department of State and the larger foreign affairs community. EnCompass is poised to provide the following services:

  • Conduct needs assessments, surveys and/or course evaluations; conduct curriculum reviews
  • Design training tools and instruments

U.S. Department of State Office to Monitor and Combat Trafficking in Persons BPA

Description: EnCompass conducts evaluations of the Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) initiatives to improve its ability to formulate and adjust evidence-based programming and policy, monitor program risks, and communicate the learning from program successes and impacts to a broad set of stakeholders. EnCompass partners with Social Impact on this contract vehicle.
