U.S. Agency for International Development, Coordinated Action Against Human Trafficking, Albania (2004-2009)

The Coordinated Action Against Human Trafficking program aimed to strengthen the ability of Albanian community groups, nongovernmental organizations, and the Government of Albania to improve anti-trafficking prevention programs, as well as reintegrate survivors of trafficking and prevent retrafficking. As a subcontractor to Creative Associates International, Inc., EnCompass designed and facilitated the project launch and three annual conferences with key governmental and other stakeholders and conducted a participatory evaluation of the coordination of anti-trafficking work nationwide. In the last three years of the project, EnCompass’ role was expanded to include training, coaching, and capacity building in monitoring and evaluation. Two training workshops were conducted with key governmental and NGO partners to establish a management information system and ongoing coaching used to support implementation of the system to improve program management and planning.

U.S. Centers for Disease Control and Prevention, Botswana Ministry of Education and HIV Education Project (2008-2010)

EnCompass provided technical assistance to the Government of Botswana’s Ministry of Education and Skills Development to support the implementation of a curriculum to build life skills for school-going youth. The curriculum, Living Skills for Life: Botswana’s Window of Hope, is part of a major HIV prevention effort that targets every primary and secondary school student in the country.

EnCompass provided strategic direction to the project, led the design and implementation of a comprehensive monitoring and evaluation (M&E) system for the project, supported teacher training and development of materials, and conducted an implementation evaluation. EnCompass led experiential workshops focused on strategic planning and participatory development of an M&E framework, and provided ongoing coaching and technical assistance to build local capacity to support M&E.

U.S. Agency for International Development, AIDS Support and Technical Resources Program, Task Order I (2008-2013)

EnCompass is a subcontractor to John Snow, Inc. for the AIDS Support and Technical Assistance Resources Program Task Order 1 (AIDSTAR-One), a mechanism to implement the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The AIDSTAR-One Project focuses on HIV prevention, care, and treatment. EnCompass provides expertise in quality improvement, cost-effectiveness, policy, and gender equality. EnCompass is developing guidance for integrating a gender-based violence (GBV) response in PEPFAR programming. We have also developed a conceptual framework for the provision of South-to-South technical assistance in the five PEPFAR gender strategies and will pilot this framework with USAID in 2011. Other activities have included the design and implementation of costing studies to support cost-based decision making in counseling, testing, and treatment and the development of several knowledge products, specifically: technical briefs on mental health and HIV and GBV and HIV; case studies on combination HIV prevention, gender-based violence, and gender approaches to programs with most at-risk populations;  e-learning programs on pediatric AIDS treatment; and, an assessment of a food by prescription program.

U.S. Department of Labor (USDOL), Research for Asia-Pacific Economic Cooperation's (APEC) Human Resources Development Working Group (HRDWG) (2011-2012)

USDOL’s Office of International Relations heads the U.S. Government delegation to APEC's Human Resources Development Working Group. In support of the Group’s objective of advancing inclusive growth through social protection, EnCompass developed  a report that summarized best practices from APEC member economy governments, synthesized results from case studies and survey questionnaires, identified gaps in addressing key issues, and provided recommendations, strategies, and next steps for moving forward.

U.S. Agency for International Development (USAID)/Mali, Assessment of the Trans-Sahara Counter-terrorism Partnership in Mali (2011)

EnCompass conducted an assessment of the Trans-Sahara Counter-terrorism Partnership (TSCTP) in Mali to gain a better understanding of what has worked in Mali to mitigate support for violent extremism. Through a desk review and extensive fieldwork in Mali, EnCompass assessed the current TSCTP program, and provided recommendations to target, reinforce, and replicate the best practices by using community-based, youth-based, and media outreach efforts.

Bill and Melinda Gates Foundation, Global Libraries Program (2012-2013)

As a subcontractor to FSG, EnCompass will be providing capacity building assistance to grantees of the Gates Funded Global Libraries (GL) Program. The GL Program aims to build strong and healthy communities, businesses, and learning environments in developing countries around the world by providing free access to computers and the internet in public libraries. EnCompass will deliver customized support to each country grantee’s impact evaluation team. Activities may include developing and delivering training in M&E best practices, training for impact data collection and analysis, and technical assistance around how to communicate results to potential new funders and throughout local communities.
