CEO/CFO

Tessie Tzavaras Catsambas is a co-founder of EnCompass, and serves as the CEO and CFO. She has led the development of responsible stewardship and strong management along with a transparent and inclusive corporate culture at EnCompass. Ms. Catsambas has over 25 years of experience in evaluation and organizational change. 

Ms. Catsambas has created and implemented an appreciative model for evaluating organizational and program performance, and is co-author of the first text on this topic (Reframing Evaluation Through Appreciative Inquiry, Sage Publications, June 2006). In 2015, she received the International EvalPartners Award in recognition of her leadership, creativity and exceptional contributions to the global evaluation community. In 2017, she was elected to a senior leadership position within the American Evaluation Association (AEA). Ms. Catsambas holds an MPP from Harvard University.

Sherry Rockey is EnCompass' President, overseeing senior management, business development, partner engagement, and communications. She has more than 25 years of experience building and managing effective, innovative, and adaptable international organizations. 

Ms. Rockey's career has focused on enhancing organizational capacity through strategic planning, sophisticated  business  and marketing initiatives, and building effective teams. She brings technical expertise in the fields of women’s empowerment, media and communications, nonprofit organizations, and U.S. foreign policy.  She began working with EnCompass in 2003 and previously held positions as Vice President of Independent Sector, Executive Director of the International Women’s Media Foundation and Director of the League of Women Voters Education Fund. Ms. Rockey holds a Master’s Degree in Comparative Politics from American University.

Kathy Callahan is Vice President of Learning and Leadership. She is certified in the design, facilitation, and evaluation of virtual instructor-led training, and has designed numerous e-learning programs for international and domestic organizations. Ms. Callahan holds an MA in Sociology, International Training and Education, from The American University.

Lynne Franco serves as Vice President of Technical Assistance and Evaluation. She has over 35 years' experience in international development. Dr. Franco holds an MHS in Health Planning and a ScD in International Health Systems from the Johns Hopkins University School of Public Health.

Pam Homan is the Vice President of Finance and Administration. She has managed the daily operations of EnCompass’ domestic and international projects since its founding. Ms. Homan has over 25 years' experience in contract and financial management, and she holds a BA in International Business and Spanish from Grove City College.

Sharon Bean serves as the Director of EnCompass’ Capacity Strengthening team. She has over 25 years of experience in building change strategies and organizational effectiveness capacity for public and private institutions. Ms. Bean holds an MPH in Public Health Policy and Resources from Yale University School of Medicine and an MA in International Education Development from Columbia University.

Lyn Messner is the Director of Gender and Inclusive Development activities, and serves as EnCompass' IDIQ Manager for the USAID ADVANTAGE program. Ms. Messner has 25 years of experience in project design, organizational development, training design and facilitiation, program evaluation, and gender analysis. She holds an MA in Development Anthropology from the George Washington University.

Beeta Shadman Tahmassebi is a Director of Strategic Initiatives, helping to oversee and implement programs that support EnCompass' strategic goals. She also has technical expertise in evaluation, learning and capacity strengthening, and organizational development. Ms. Tahmassebi holds an MBA from Georgetown University.

Jonathan Jones is EnCompass' Associate Director of Evaluation. With twelve years of direct fieldwork experience in over 20 developing countries, he has led M&E efforts in several sectors including democracy assistance programs. Dr. Jones obtained a PhD in political science from the University of Florida, and has taught graduate level M&E courses at the George Washington University and Georgetown.
