U.S. Agency for International Development, TREAT TB Project, Strategy Development (2008-2012)

The goal of the TREAT TB (Technology, Research, Education and Technical Assistance for Tuberculosis) project is to improve TB control practices and policies that will lead to improved case detection and treatment success rates and ultimately decrease TB morbidity and mortality. As a subcontractor to the International Union Against Tuberculosis and Lung Disease (The Union), EnCompass is helping to develop strategies for the evaluation, knowledge management, and communications activities of the project. To date, EnCompass has led the development of a knowledge portal (www.treattb.org), and developed a logic model and a performance monitoring plan for the project.

United Nations Organization, Assessing Best Practices in Proposals to the Global Fund to Fight AIDS, Tuberculosis and Malaria (2010)

EnCompass designed and facilitated a consultation in Tunisia that brought together 65 people from 11 countries whose proposals had failed to secure HIV funding from the Global Fund. The objective of the consultation was to gain a common understanding of issues related to unsuccessful HIV proposals, share countries’ experiences in preparing successful HIV proposals, and identify actions to ensure that countries are able to develop quality HIV proposals in the future. EnCompass conducted a study to identify key elements that have hindered successful HIV proposal development, and, post-consultation, conducted a critical analysis of Technical Panel Review Forms for 7 of the 11 participating countries. The findings of the study was presented as an e-poster at the 2010 International AIDS Conference.

The World Bank, Health, Nutrition and Population Unit, Disease Control Program, Strategic Planning Retreat (April 2010)

EnCompass designed and facilitated a one-day planning retreat in Washington, DC, to help the newly formed Disease Control Program develop a shared vision and core services, strengthen cohesion and identification of the team, define internal processes for monitoring its scope of work, and, draft FY2011 work objectives. In consultation with the World Bank, EnCompass also developed a report that captured the key outcomes of the retreat. The report included draft work and operational plans for FY2011 and roles and responsibilities for the program team.

United Nations Agency, Consultative Planning and Visioning Workshop on Gender-Based Violence (2010)

EnCompass provided technical assistance to the United Nations Working Group on Gender-Based Violence and the Government of Vietnam to implement recommendations featured in two recent studies on violence against women in Vietnam. EnCompass conducted research on global best practices related to the recommendations of both studies, and planned and facilitated a strategic visioning workshop with government, civil society, donors, and other stakeholders in Vietnam.

International Republican Institute (IRI), Office of Monitoring and Evaluation, Internal Evaluation (2011)

EnCompass is supporting IRI’s Office of Monitoring and Evaluation (OME) in strengthening its program monitoring and assessment efforts and evaluating strategies for moving forward. Through a desk review of OME’s policies, procedures and monitoring reports, and a series of individual interviews and focus groups with IRI stakeholders, EnCompass evaluated how OME helps its country programs implement M&E, including design, implementation and reporting effectively to donors.

United Nations Agency, Assessment of the Consultation on Utilizing the Lessons Learned in Technical Support for Proposals to the Global Fund to Fight AIDS, Tuberculosis and Malaria (2011)

EnCompass continued the work begun during a 2010 consultation on best practices in proposals to the Global Fund with an assessment of how the participants had used what they learned. We found that 75% of the consultation participants who applied in the next proposal round were successful. The assessment addressed which tools worked for the participants, what guidance countries would like from the UN, and made recommendations for an Agency strategy going forward. Results of this engagement were presented in a round table at the June 2010 Global Health Conference.
