Research, Information Sharing and Facilitation Services, International Child Labor Technical Assistance Program
(2004 –2009)

Project Goals
ENCOMPASS supported research in selected trade beneficiary countries about the status of child labor and efforts by government and non-governmental agencies to reduce child labor. Additional research focused on the role of education in reducing child labor. The results were used by USDOL in its annual report to Congress.

ENCOMPASS also supported USDOL in developing mechanisms to gather and share promising practices within the field and in providing a wide range of facilitation and meeting planning services. (2004-2009)

Methodologies Employed and Activities Undertaken
ENCOMPASS assembled, prepared and fielded in-country researchers and data collectors to gather in-depth, comprehensive and current data from each of 8 countries selected by USDOL. The research focused on the numbers of children working and engaged in the worst forms of child labor in each country; the laws, policies and efforts to eliminate the worst forms of child labor; and indications of progress in implementing national laws and international conventions that result in reducing the numbers of children engaged in the worst forms of labor.  The research collected existing quantitative and qualitative data available on multiple levels.  The research also gathered promising practices and innovative solutions being applied by governments, international organizations and NGOs around the globe to address this important problem.

Accomplishments
ENCOMPASS conducted in-country research using local researchers in 8 countries to gather data about the status of the worst forms of child and government efforts to combat the situation. ENCOMPASS organized and facilitated a global conference in Washington, DC, and regional conferences in Honduras, Ghana, and Thailand of its grantees for the Education Initiative.
