Government agencies can now acquire ENCOMPASS professional services using streamlined procedures under General Services Administration (GSA) Federal Supply Schedule 874, MOBIS.
The MOBIS program significantly reduces the time and effort required for government managers to procure the services they need from the private sector to help them meet their performance goals and comply with government reinvention initiatives.

How to Acquire ENCOMPASS Services Under MOBIS
Eligible organizations may order ENCOMPASS services by following these streamlined procedures:
- ENCOMPASS officers meet with agency project leaders to discuss program goals, anticipated level of effort, proposed rates and other specifics.
- Based on agency needs, ENCOMPASS provides a written proposal specifying level of effort and project costs.
- Agency project leaders review and, if necessary, modify the proposal.
- For orders up to $2500, agency contract officer places order directly with ENCOMPASS.
- For orders over $2500 (up to $1 million per year), agency compares ENCOMPASS offer with two other contractors’ rates.
- Agency selects the contractor that provides the best value.
- Contract Officer places order directly with ENCOMPASS using a standard purchase order or task order under an indefinite ceiling.
