United States Agency for International Development, Health Care Improvement Project, Cost-Effectiveness Studies (2007-2012)

As a subcontractor to University Research Corporation, EnCompass is designing and implementing 17 field-based studies to understand and document costs, and to assess and improve the cost-effectiveness of specific quality improvement approaches and methodologies applied by improvement collaboratives in Africa, Latin America, and Asia. Studies focus on HIV/AIDS and maternal, child, and neonatal health initiatives. The studies review the costs of implementation, along with the opportunity costs of participants and the change in costs of services for those served. Measures of effectiveness include the number of clients serviced and their health outcomes attributable to the programs as well as indicators of the quality improvement process.

Aspen Institute, Monitoring and Evaluation Services for Ministerial Leadership Initiative for Global Health (2008-2011)

EnCompass is conducting an evaluation to help the Aspen Institute measure the impact of its Ministerial Leadership Initiative. The initiative works to build the leadership capacity of senior teams from the Ministries of Health in Ethiopia, Mali, Nepal, Senegal, and Sierra Leone to advance health reforms and more effectively carry out global health initiatives. The evaluation reviews the initiative’s leadership and peer coaching models as applied to equity financing, donor harmonization, and reproductive health.

International Women’s Media Foundation, Women in Agriculture, Evaluation Partner (2009-2011)

EnCompass is the evaluation partner for this initiative that promotes increased, high-quality reporting on agriculture and rural development and gender equity in African newsrooms. Evaluation activities include: facilitating evaluation capacity-building sessions; developing evaluation plans for the duration of the project; and assessing participation throughout the project, effectiveness of in-house training activities, coverage of agriculture and women in selected media organizations in Africa, and the overall coordination and management of the project’s principal administrators.

United Nations Organization, Evaluation of the Country Response Information System Version 3.0 (2010)

EnCompass evaluated the Country Response Information System version 3.0 (CRIS3), which is an electronic tool that enables national AIDS authorities to track their response to HIV/AIDS. The evaluation answered whether CRIS3 was an effective data management tool, what optimal support the UN would need to provide for countries and organizations using CRIS3 in the future, and what the role of the UN should be in supporting data management tools as part of national HIV/AIDS monitoring and evaluation efforts.

EnCompass applied a usability framework for the evaluation design and methodology and conducted desk reviews, interviews, in-country site visits, and a global user survey to gather data. EnCompass analyzed the data to assess the overall relevance, effectiveness, and impact of CRIS3 at national and sub-national levels and developed a final report with conclusions and recommendations based on findings and lessons learned.

United States Agency for International Development/West Africa, Assessment of the Peace through Development Program (2010-2011)

EnCompass conducted a mid-term evaluation of the Peace Through Development Program, which seeks to dissuade marginalized populations from joining extremist organizations by using community-based, youth-based, and media outreach efforts. The objective of the evaluation was to gain a deeper understanding of the counter-extremism initiatives that have been effective, and to incorporate these findings into the next phase of the program. The evaluation included fieldwork in Chad and Niger to conduct key informant interviews and focus groups and writing a report with findings and recommendations for the next phase of the program.

International Republican Institute (IRI), Fostering Meaningful and Responsive Representation: Measuring and Evaluating IRI's NGO Capacity Building and Civic/Voter Education Programs in TImor-Leste (2011-2012)

EnCompass is developing and implementing an evaluation framework and methodology that will measure the outcomes and potential impact of IRI’s NGO capacity building and civic/voter education program in Timor-Leste. The evaluation will identify best practices and lessons learned to inform IRI’s future programming. It will also assess how IRI’s capacity building efforts for NGOs may have contributed to strengthening the electoral process.

Save the Children, Evaluation of the Saving Newborn Lives Program (2011-2012)

Funded by the Bill & Melinda Gates Foundation, Saving Newborn Lives (SNL) conducts advocacy, research and programs in 18 countries in Africa, Asia, and Latin America to increase awareness and action around the lack of attention to newborn mortality. EnCompass is conducting an evaluation of SNL's accomplishments, contributions, limitations, unique roles and potential business models. The evaluation will provide a complete picture of the state of newborn health and a basis for SNL's strategic role in advancing newborn health over the next five years. The evaluation includes a rapid scan of the newborn health environment including other players in the field and other initiatives, projects or partnership ventures.
