Capacity Building and Quality Improvement Projects
As a subcontractor to EDC, EnCompass is supporting a USAID-funded project in Zambia to build the institutional capacity of community schools with the end goal of improving student performance to support educational goals as articulated in national strategies and relevant MDGs. EnCompass’ support is focused on building the evaluation and research capacity of Zambian institutions, including the Ministry of Education and institutions of higher learning, and collaborating partners; and, to provide technical expertise to the project for research and evaluation activities. EnCompass will lead the implementation of baseline, mid-term and final evaluations; develop case studies; and guide partners to ensure gender-related and HIV issues are integrated into evaluation and research tools and activities.
Aspen Institute, Monitoring and Evaluation Services for the Ministerial Leadership Initiative for Global Health (2008-2011)
EnCompass is conducting an evaluation to help the Aspen Institute measure the impact of its Ministerial Leadership Initiative (MLI). The initiative works to build the leadership capacity of senior teams from the Ministries of Health in Ethiopia, Mali, Nepal, Senegal, and Sierra Leone to advance health reforms and more effectively carry out global health initiatives. The evaluation reviews the initiative’s leadership and peer coaching models as applied to equity financing, donor harmonization, and reproductive health.
U.S. Agency for International Development, Health Care Improvement Project, E-learning Course for Quality Improvement (2007-2012)
As a subcontractor to the University Research Corporation, EnCompass developed Care that Counts: An E-Learning Course for QI in OVC Programs. This five-module course on CD-ROM and Web serves national quality improvement teams and program managers working in organizations that implement services for orphans and vulnerable children. The course focuses on planning and advocating for quality, defining quality and establishing consensus on service standards, developing a communications strategy, improving quality at the point of service delivery, and measuring quality.University Research Corporation, Evaluation of Quality Assurance/Workforce Development (2003-2007)
As a subcontractor to University Research Corporation, EnCompass designed and implemented the evaluation of the quality improvement methodology, the improvement collaboratives model. This innovative rapid improvement approach to healthcare planning and delivery is focused on monitoring, knowledge sharing, and the refinement of standards to address local operational obstacles. The evaluation team documented the collaboratives model in 14 countries as applied to maternal health, HIV/AIDS, and hospital-based pediatrics. The team recorded good practices, and assessed the impact of the model in different countries and made field visits to six countries (Ecuador, Nicaragua, Niger, Russia, Tanzania, and Uganda).
