EnCompass LLC is a small, women-owned business and a preferred contractor for a number of U.S. government contract vehicles.  These mechanisms offer U.S. government agencies the opportunity to quickly and efficiently partner with EnCompass for consulting services and training and technical assistance support in leadership, management and organizational development, and  global health issues, such as HIV/AIDS, TB, and health care policy.

Mission Oriented Business Integrated Services (MOBIS), General Services Administration (GSA) (2007-2012)

Available to: All U.S. Federal Agencies

Description: The GSA MOBIS contract is a Firm Fixed Price (FFP) and Labor Hour IQC with a base of five years and an option of another five years. The MOBIS program offers a full range of management and consulting services - such as specialized consulting and training services, facilitation, surveys, competitive sourcing and project management - that can improve a federal agency's performance and support them in their achievement of mission goals.

AIDSTAR - AIDS Support and Technical Resources, U.S. Agency for International Development (USAID) (2008-2013)  

Available to: USAID Washington and USAID Missions worldwide 

Description: The AIDS Support and Technical Resources (AIDSTAR) mechanism is an IQC managed out of the Office of HIV/AIDS in USAID's Bureau for Global Health. Through the AIDSTAR mechanism, U.S. Government country teams, Missions, and other U.S. Government agencies are provided with long- or short-term technical assistance to implement the U.S. Emergency Plan for AIDS Relief (PEPFAR).

EnCompass is partnered with John Snow, Inc. for AIDSTAR-One, focused on providing short- and long-term technical assistance support in the following areas: Treatment; Orphans and Other Vulnerable Children; Prevention of Mother-to-Child Transmission; Care & Support; Counseling and Testing; Gender; and South to South Cooperation.

Healthcare Improvement Project (HCI), U.S. Agency for International Development (2007-2012)

Available to: USAID Country Mission offices and other U.S. Government Agencies

Description: This five-year project supports the USAID Global Health Bureau and country missions to address significant challenges in raising the quality of health care in developing and middle income countries. The goal of the HCI Project is to improve quality and outcomes of health care in developing countries by adapting and applying modern methods of quality improvement (QI). Priority areas for HCI are scaling up evidence-based interventions and improving outcomes in child health, maternal and newborn care, HIV/AIDS, tuberculosis, malaria, and reproductive health.

SAMHSA Indefinite Delivery/Indefinite Quantity (IDIQ) Contract (2007-2012)

Available to: SAMHSA

Description: This IDIQ vehicle provides training and technical assistance services to support and address treatment and prevention needs of individuals and families with substance abuse and mental health challenges. It serves as the main vehicle for contracting our services.

EnCompass is partnered with the prime contract holder, University Research Co. LLC, under Domain 3: Program Development, Planning, Implementation and Support to support work through this vehicle.  Under this domain, the URC team provides technical assistance to identify and develop potential approaches and deliver needed interventions in a range of substance abuse and mental health service areas.For additional information, please review the project website

Population, Health and Nutrition Technical Assistance and Support Contract, Three (TASC3), U.S. Agency for International Development (USAID)  (2006-2011)

Available to: USAID Missions and Bureaus

Description: The Population, Health and Nutrition Technical Assistance and Support Contract, Three (TASC3) - Global Health is a world-wide mechanism to support USAID Missions and Bureaus to implement strategic objectives that contribute to the Agency’s goal to improve global health in the areas of population, health, nutrition, and infectious diseases, excluding HIV/AIDS research. TASC3-Global Health continues and expands the worldwide mechanism established by the original TASC IQC and the subsequent TASC2 IQC. TASC3-Global Health provides USAID with cost-effective access to technical expertise.

EnCompass is partnered with University Research Co. LLC as one of 15 prime contractors to support work under this vehicle.  Under TASC3 Global Health, the URC team is available to provide: (a) short-term technical assistance, (b) long-term technical assistance, program implementation, and performance monitoring, (c) information dissemination through seminars, workshops, conferences, and technical papers, and (d) training and study tours for host-country decision makers and technical personnel For additional information, please review the project website.

Tuberculosis Indefinite Quantity Contract (IQC), U.S. Agency for International Development (USAID) (2009-2014)

Available to: USAID Global Health Bureau and USAID Missions 

Description:  This IQC vehicle provides the USAID Global Health Bureau and field missions with a way to obtain expert advice and assistance on how to build and expand sustainable TB control and prevention programs in countries most heavily impacted by the disease. The contract provides services to support implementation and scaling up of programs to increase detection of TB, carry-out successful treatment, and significantly reduce TB infections and deaths. TB IQC contract holders and their partners are working to strengthen the impact of two global strategies developed and endorsed by USAID, the World Health Organization (WHO), and other global agencies: the STOP TB Strategy, and the Global MDR-TB and XDR-TB Strategy.
