Tessie Tzavaras Catsambas

Tessie Tzavaras Catsambas, President, is an evaluation and knowledge management expert with more than 25 years experience in evaluation, quality improvement, and innovation. Her work has included supporting organizational change in response to health reform, managing global evaluation projects, program design, corporate strategy development, and e-learning program development. Ms. Catsambas has created and implemented an appreciative model for evaluating organizational and program performance, and is co-author of the first text on this topic (Reframing Evaluation Through Appreciative Inquiry, Sage Publications, June 2006). Ms. Catsambas holds an MPP from Harvard University.

Laverne Dees Webb

Laverne Dees Webb, co-founder and CEO of EnCompass, is a management and organization development expert with over 35 years experience as a leader and manager in government, international development, and nonprofit organizations. Her work has focused on change management and increasing organizational competence, learning, and innovation through strengths-based, appreciative practices. She has led the development and expansion of EnCompass’ appreciative leadership programs in global organizations worldwide. Her work in using Appreciative Inquiry to manage strategic change in government won national and state awards and has been published nationally and internationally. Ms. Webb holds an MPA from Harvard University.

Sherry Rockey

Sherry Rockey, Chief of Operations, has more than 20 years of experience in building and managing effective, innovative and adaptable organizations. She has led start-up operations as well as those with long-established traditions; worked with both high-profile international programs and domestically at the grassroots level. Her work has focused on strengthening organizational capacity through strategic planning, sophisticated business and marketing initiatives, and building effective teams. She has experience in the fields of women’s empowerment, media and communications, nonprofit organizations, and U.S. foreign policy. Ms. Rockey holds a Master’s Degree in Comparative Politics from American University.

Lynne Franco

Lynne Franco, Vice President of Technical Assistance and Evaluation, has over 25 years experience in health systems strengthening and quality improvement. She has worked with all levels of the health system, from service delivery to policy, in Africa, the Middle East, Eastern Europe and the Caucasus, and Latin America. Dr. Franco has authored various publications on quality improvement, institutionalization of quality assurance, quality assurance and health reform, health worker motivation and health reform, system-wide effects of the Global Fund, programming for orphans and vulnerable children, and social participation in and impact of community-based health insurance. She holds an MHS in Health Planning and a ScD in International Health Systems from the Johns Hopkins University School of Public Health.

Pam Homan

Pam Homan, Finance Manager, has managed the daily operations of EnCompass’ domestic and international projects since its founding. She has over 20 years experience in contract and financial management. She has managed multi-million dollar projects, ensuring deliverables are submitted and timelines remained on schedule. She develops policies, protocols, and systems for successful management of the company, its projects and proposal development. She holds a BA in International Business and Spanish from Grove City College.
